Not a new strategy, just being taken to the extreme now because of data
In the old days, managers would change pitchers multiple times in an inning to get the Righty / Lefty Matchups they wanted. Now, with all the data they have, they are looking for matchups based on pitch types, hitter strengths, etc and will have a pitcher in to face a single hitter based on the stats.
Kevin Cash in Tampa was so bad about it in 2019 playoffs that MLB instituted the 3 batter rule to stop it because it really turns off casual fans, who are the difference in ratings for TV games and thus $$$$.
I'm not sure it is nearly as effective in college ball because it seems that pitchers often take a batter or 2 to get a grove going.
